What It Is
Three skills for Wisconsin legal work
A skill is a folder containing a SKILL.md, reference files, and in some cases scripts and templates. Claude reads it and follows the method it describes.
Claude Legal Skills is a set of three skills William Horschak built for legal research and drafting under Wisconsin law. One verifies citations against the primary source. One drafts, formats, and reviews filings for the Wisconsin circuit courts and the Wisconsin Court of Appeals. One interprets contested questions of Wisconsin law using Wisconsin’s own interpretive method.
The code is public and MIT licensed at github.com/williamhorschak-dev/claude-legal-skills (opens in a new tab). Each skill is documented in its own folder.
Skill 1 — Citation verification

Verifies every legal citation in a draft against a downloaded copy of the primary source.
For each citation, cite-check confirms the verbatim quotes, the citation and Bluebook form, the pincites, the authority’s good-law status, and whether the authority actually supports the proposition it is cited for. It produces an evidence-backed verification report.
Skill 2 — Filing drafting

Drafts, formats, and reviews filings for Wisconsin circuit courts and the Wisconsin Court of Appeals.
The skill covers motions, briefs, discovery responses, declarations, proposed orders, letters to the court, appellate briefs, and research memoranda. It includes a caption and typography builder and fourteen fill-in templates.
Skill 3 — Statutory interpretation

Interprets contested questions of Wisconsin law using Wisconsin's own method.
The method follows the Kalal and SEIU sequence, the Wisconsin authority hierarchy, and the no-deference rule for agency interpretations. The skill applies a three-lens analysis, builds an authority table, runs a red-team pass, and includes a structural linter for formal memoranda.

Each skill is a self-contained folder. Install the ones you need.

Zip a skill folder and upload it under Settings, Capabilities, Skills.
Claude Code
Place the skill folder in .claude/skills in your project.
